Abstract: The issue of the impact of cybersecurity is a top priority for the functioning of a financial institution. Therefore, its provision becomes a priority in organizing the further activities of the institution itself. The article aims to analyze the current trends in ensuring the cybersecurity of financial institutions and its role in their functioning. The paper describes the theoretical foundations of the cyber protection concept. The authors also outline the specifics of cybersecurity and the leading technological solutions for achieving these goals. Special attention is paid to modern, innovative solutions to maintain the stability of financial institutions and the possibility of further development. An important area of research is the disclosure of the practical experience of information corporations in providing technical solutions to ensure the security of financial transactions and support the global financial system. The study presents the experience of Ukrainian financial institutions that use variable digital defense strategies and maintain their functionality based on an effective cybersecurity system in the context of a global military conflict. The results of the study include a detailed profile of effective practical solutions to ensure the stability of financial institutions based on the implementation of blockchain technologies. The authors pay attention to the issue of modern software, hardware, and management solutions to improve the quality of cybersecurity in the context of growing cyberattacks and digital threats to the stability of financial institutions. The research findings may be helpful for further analytical studies on the effectiveness of cybersecurity and the stability of financial institutions.

Politics of Belonging, Economic Competition and the Sustainability of Xenophobic Violence in Post-Apartheid South Africa

Abstract: Postcolonial South Africa has been characterised by an Insider-Outsider conflict, as the former continues to censure the latter for the economic ills and other vices plaguing Africa’s last colonial outpost. The sustainability of xenophobic violence is premised on the alleged propaganda of populism by the political class instead of channelling efforts towards resuscitating the economy. This paper contends that xenophobia is being sustained because of limited economic opportunities and denialism on the part of the state that xenophobia is non-existent in the country. Utilising Political Identity Theory and qualitative research methods through a desktop study, document analysis and historical analysis of available data from secondary sources, the study discovered that the inability of the state to better the lives of the masses was a major source of animosity. The study concludes by advising the government to secure its borders against illegal entry by irregular migrants and that the AU should become more proactive in mitigating the conflict pandemic in Africa, thus reducing illegal migration and fostering Pan-Africanism.

Harmonizing Welfare State Principles and Pentahelix Collaboration: Pathways to Equitable Water Governance in Indonesia

Abstract: This study investigates the interplay between welfare state principles and pentahelix collaboration in achieving equitable governance of water resources in Indonesia. The study employs a descriptive-comparative qualitative approach to delineate the roles and interactions among five elements: government, private sector, academia, civil society, and media. It further examines the existing environmental legal framework and redistributive policies. Comparisons were conducted with the reclamation cases in Manila Bay (Philippines), the “Day Zero” crisis in Cape Town (South Africa), and the Ruimte voor de Rivier programme (Netherlands) to discern best practices and pinpoint implementation weaknesses. The findings indicate that in Indonesia, the disparity in the roles of various actors, insufficient law enforcement, and the failure to acknowledge local wisdom have contributed to the marginalisation of vulnerable communities and the degradation of ecosystems. In contrast, the three comparator countries effectively diminished conflicts and enhanced social-ecological justice by implementing the public trust doctrine, adopting green constitutions, and utilising participatory mechanisms grounded in multilevel frameworks. Research recommendations highlight the necessity of reinforcing transparent and stringent regulations, including implementing the polluter pays principle. Additionally, there is a call to enhance local communities’ technical capabilities and acknowledge traditional systems like Subak in Bali. Therefore, pentahelix collaboration serves as a tangible mechanism for guaranteeing water access, conserving ecosystems, and ensuring the equitable distribution of benefits, aligning with the principles of the welfare state.

Abstract: Active innovation and technological development of society contributes to the transformation of approaches, mechanisms and tools of regional public administration. Digitalization is gaining particular importance today, as it allows for the implementation of new areas of e-governance, promotes public-private partnerships, and increases the openness and transparency of public administration. The purpose of the article is to provide a comprehensive analysis of the mechanisms of public administration in the sustainable development of territorial communities, to identify key challenges and prospects for their solution. The study identifies the main mechanisms of public administration of amalgamated territorial communities and the areas of their application, including attracting investors, developing public-private partnerships, stimulating the development of strategic areas and increasing the competitiveness of territories. The key components of the mechanisms of territorial community development are outlined. The role of the motivational mechanism in public administration is substantiated, which aims to increase the competitiveness of communities, optimize the quality of public services, and support local initiatives, provided that the community is socially responsible for the development of the territory. It is found that the digital modernization of public administration is focused on the formation of an electronic platform based on the “single window” principle: the introduction of e-government and a range of e-services through electronic interaction between the state, business and society. It is proved that the format of public-private partnership creates a favorable environment for investment, resource support for important public initiatives, expanding opportunities for economic diversification and sustainable development of territorial communities. It is substantiated that the strategy of sustainable development and corporate social responsibility should now be considered as a priority management approach that stimulates innovation, creates an opportunity to effectively manage available resources and ensures a positive impact on the development of territorial communities.

Formation and Renewal of Human Resources as Components of the Evolution of the Domestic Innovations

Abstract : In modern economy, accumulation and modernization of human capital is of great importance to sustain the national innovation system. Although human capital is recognized as important to both optimize human capital to match labour market needs and to create a competitive knowledge based economy, challenges still persist. This research investigates how human capital is accumulated and modernized in innovation driven environments such as those within scientific institution, technopolis, technology park, or business incubators. The research proceeds through a systematic approach based on the methods of scientific abstraction, system analysis, and modeling to evaluate the coupling between human capital development and investment-based driven innovation. The results emphasize that scientific institutions are fundamental sources of scientific knowledge and technological development, for the constitution of technopolises. They then become hubs to integrate innovations into production and promote technology parks offering the needed infrastructure for commercialization. Startups are further fomented by business incubators, as well as upgraded worker competency. The study puts strong emphasis on the need of government policies for stimulating the investment in education, training, and research to modernize the human capital effectively. The main thesis argues that for a viable national innovation ecosystem, there is an inevitable need for boosting collaboration between scientific institutions, businesses, and public authorities.

Abstract: The article highlights new approaches to understanding the place and role of information sources, particularly accounting, in the management of state-owned enterprises (SOEs) in the context of modern views on the nature and functions of regulatory activity. Accounting is considered a service function in relation to management, where new tasks appear within the framework of the risk-oriented approach in the new reality. The article aims to study how information supports the management of SOEs in the face of uncertainty, including that caused by the consequences of emergency events. Based, in particular, on assessing accounting systems under the angle of managerial accounting to ensure resilience in uncertainty, as well as application of analysis, synthesis, using the example of fiscal risks associated with the activities of SOEs, the authors prove that the probability of increasing crisis susceptibility rises due to asymmetry of information, primarily in the accounting and financial reporting field. Increased uncertainty within economic relations is accompanied by threats of disruption of resilience in business activity, imbalances in the interests of counterparties, insufficient or distorted information for management needs, etc. In the context of emergencies, the negative risks are exacerbated, which requires a number of measures aimed at overcoming them and modernising information support for decision-making in the context of uncertainty. The authors propose further improvement of the relevant regulatory and legal support of economic activity with due regard to the norms and provisions of IFRS and the spreading of the practice of using sustainability reporting as a source of substantiation of management decisions at SOEs.

Abstract: The purpose of the article is to carry out a comprehensive study of practical aspects of local self-government in the context of the functioning of territorial communities in Ukraine. The purpose of the analysis of regulatory legal acts in the field of local self-government of Ukraine is determining the impact of international standards of local self-government on local self-government of Ukraine, reviewing recent reforms in the field of local self-government. The study uses the methods of analysis and synthesis, comparative analysis, system analysis, description, generalization. The use of these methods allows us to establish what impact modern reforms have on local self-government in Ukraine and how the European experience of local self-government helps in the development of territorial communities in Ukraine. The obtained results of the study allow us to state that local self-government in Ukraine has undergone significant changes after the adoption of regulatory legal acts on decentralization and territorial communities. Foreign experience demonstrates that issues of local self-government have an impact on the functioning of settlements, the well-being of the population, and the development of economic conditions for the recovery of depressed regions. At the same time, local self-government in Ukraine requires further improvement, which will allow creation of an effective system where each member of the territorial community feels their direct influence on the development of a successful region. The obtained results are effective for establishing the practical aspect of the impact of local self-government reform in Ukraine on the real situation of territorial communities and their economic indicators. The value of the study lies in the fact that there was a comparison of indicators of the development of settlements before and after decentralization, which allows us to conclude about the effectiveness of the functioning of territorial communities as subjects of local self-government.

Abstract: In the context of a full-scale war, inclusive education in Ukraine takes on a new meaning, as it requires adaptation to extraordinary circumstances, including infrastructure destruction, forced displacement, and digital inequality. The relevance of the study is due to the need to find effective models for ensuring educational participation of students with special educational needs in the landscape of humanitarian crisis. The aim of the study is to assess the effectiveness of blended learning as a tool for implementing inclusive education for children with special educational needs (SEN) in war conditions. The methodology is based on a mixed approach, which includes statistical data analysis, online parent surveys, and expert interviews with teachers and school administrations in Kharkiv, Chernihiv, and Zaporizhzhia regions. The results showed that the most effective model was blended learning with elements of digital adaptation and psychosocial support, particularly in regions with a high level of digital readiness. It was determined that the success of inclusive interaction depends on the level of digital infrastructure, flexibility of management decisions, and parental participation. Visualized indicators of coverage, satisfaction, and online support allow summarizing the advantages and challenges of such a model. The practical significance of the study lies in the formation of conceptual guidelines for building adaptive digital inclusion at the level of educational institutions. Recommendations are proposed for the integration of digital platforms, the creation of crisis management protocols and the involvement of users in the process of creating inclusive services.

Abstract: In the current context of transformation processes of economic systems caused by digitalization, automation and changes in the labour market, human capital quality management is becoming of key importance. The exhaustion of traditional growth factors emphasizes the need for innovative strategies to optimize human potential, increase the competence and adaptability of employees, which is the basis of the competitiveness of economies and enterprises. The purpose of the study is to substantiate strategic approaches to human capital quality management in the context of transformational changes in economic systems, taking into account the impact of digitalization, automation of business processes and the evolution of the global labour market. 20 medium-sized EU machine-building enterprises were studied according to 2023 data, selected according to the criteria for the quality of human capital formation. Primary reporting data, J. Mintzer’s model, descriptive statistics and correlation analysis were used to assess the impact of qualifications and adaptability on productivity with further verification of the level of significance using the t-test. The relationship between investments in human capital and enterprise performance is studied, and the importance of digital skills for increasing labour productivity is also investigated. The impact of automation on the transformation of professional requirements and employment is analysed. A methodological approach to assessing human capital performance in the context of current digital changes in the economy is proposed. The results open up opportunities for developing adaptive human capital management strategies in the digital economy. Further work may focus on new quality indicators, assessment of cognitive and digital competencies and their integration into management systems to increase competitiveness.

Abstract: It is the role of monetary policy to continue ensuring the financial stability of the banking sector, particularly in times of global economic crises and the digitalisation of financial services. Monetary measures remain a topical issue as the impact of traditional regulatory instruments in ensuring the security of banks depends on the economic conditions. The study aims to evaluate the consequences of the monetary policy on the banking sector’s financial security and to find the best regulatory mechanisms to reduce banking risks. The research method depends on the analysis of the connection between the monetary indicators’ level and stability of the banking system, on the research of the dynamics of the key macroeconomic indicators, on the comparison of the international experience, on the economic and mathematical modelling of the action of various regulatory measures effectiveness. The study’s results confirm the efficiency of using changes in interest rates and required reserves as an instrument of banking risk control, but only in terms of their effectiveness, which mainly depends on the financial system. Both opportunities for bringing more people into the financial system and new regulatory issues arise from central banks’ and digital financial technologies’ introduction of digital currencies. The effectiveness of the first type – aggressive use of quantitative easing – is shown to lead to financial instability, while the second – macroprudential measures – are the significant tools to prevent banking crises. Finally, the practical significance of its results is in the possibility that they should be applied to the development of a monetary policy more adaptable to current financial trends and risks. Central banks can use the proposed recommendations to make banking security policy measures more effective in countries where the economy is unstable, and they can propose a set of suitable measures to tackle these shortcomings.

Abstract: The information security system combines diverse strategies for interaction in today’s digital society, which necessitates further research into the current risks associated with information protection. Increased risks of confidential information leaks and manipulation in the media space require a transformation of approaches to security guarantees. The purpose of this article is to analyze modern approaches to cybersecurity risk management. The study identifies current challenges in the field of cybersecurity and the most effective strategies for overcoming them, including through the use of artificial neural networks, blockchain, and monitoring systems. The features of the formation of comprehensive information protection systems are analyzed. The potential of cyber defense systems in a number of countries is compared using the National Cyber Security Index (NCSI). It is established that the potential consequences of cyberattacks exceed the predicted losses, especially in the case of threats to government websites, the financial sector, IT companies, media resources, and energy companies. The need for active interaction between the authorities, business, and the public in the field of information security risk management against the backdrop of the rapid digitalization of the information and communication field was substantiated. The significant role of the social context in shaping information security strategies has been noted, which involves combating information overload and digital stress, preventing cyberbullying and cyberaddiction, information manipulation, and confidential data leaks. It is argued that information security risk management requires the integration of effective educational strategies for developing resilience and psychological concepts of digital security.

Abstract: The study aims to analyze regulatory strategies that enable international businesses to adapt to dynamic changes in a globalized environment, with a focus on economic sustainability, digital transformation, and environmental responsibility. The goal is to identify effective regulatory approaches that promote business competitiveness and stability in the context of global challenges. Globalization is seen as a multifaceted process that intensifies economic integration and the transnational movement of capital, technology, and innovation, but at the same time creates new risks related to market instability, geopolitical conflicts, and environmental challenges. Regulatory strategies are instruments for managing these processes, promoting the harmonization of standards, reducing trade barriers, and supporting sustainable development. The study uses a comprehensive methodological approach that includes analysis, synthesis, generalization, comparison, and induction to establish causal links between global transformations and regulatory mechanisms. Statistical methods were used to assess the effectiveness of regulatory practices, and quantitative analysis was supplemented with qualitative methods to study regional and sectoral characteristics of business adaptation. The study demonstrates that effective regulatory strategies, such as harmonization of customs legislation, digital regulation, and environmental taxation, contribute to reducing trade barriers, accelerating e-commerce, and developing a green economy. The study offers a comprehensive approach to analyzing regulatory strategies, emphasizing their role in promoting sustainable development and business adaptation to global changes. Particular attention is paid to innovative financial instruments that transform challenges into opportunities, in particular through the integration of digital technologies and environmental standards. The work fills a gap in the comprehensive study of the relationship between globalization, regulatory policy, and economic sustainability.

Information Systems and Use on Records Management Practices of Registry Personnel in Universities

Abstract: This study examined the effects of information systems on records management practices of registry personnel in Lead City and Babcock Universities in South-West, Nigeria.   A descriptive survey research approach was used, and all 152 registry staff members—68 and 84, respectively—from the two study-targeted institutions were sampled using a complete enumerative sampling procedure.  The tool utilised to gather the data was a validated questionnaire.  The following key findings were reached by using descriptive and inferential statistics, such as mean and multiple regression to analyse data from 143 respondents, or 94.1% of the sample, in order to answer and test the study’s research questions and develop a hypothesis using SPSS version 23. The level of records management practices adopted in Lead City and Babcock universities is significantly high at 3.10 since the cut-off point (criteria mean) was placed at 2.50 and that high level of records creation, use, preservation and disposal exist among registry personnel in both universities. Findings also show that registry personnel from both universities adequately utilise information systems (IS) in records management, and that IS use has significant positive effects on personnel records management practices at F-ratio (3, 134) of 30.835 (significant at 0.05 level). However, several factors were found to affect registry personnel’s effective use of IS in records management practices upon which recommendations were made.

From Entry to Empowerment: Exploring Motivation, Organizational Support, and Impact of Female Train Drivers in MRT Jakarta

Abstract: In Indonesia’s male-dominated public transport sector, female train drivers remain a rare and underexplored phenomenon. Formal work as a train driver, based on the Minister of Transportation Regulation Number 4 of 2017, is open to both women and men participating and being involved as train drivers. In 2023, the number of MRT Jakarta drivers was 80, consisting of 11 Female Drivers and 69 Male Drivers. This study analyses women’s motives for becoming train drivers and contribution of female train drivers. This study uses qualitative research with a phenomenological approach. The data used are primary data obtained from in-depth interviews with key informants with the help of interview guidelines, recording devices, documentation tools, and field notes. Primary data were analysed using a qualitative analysis model. Key informants are female train drivers, and supporting informant from Human Capital staff at MRT Jakarta. Participants were chosen using purposive sampling to ensure their relevance to the study’s objectives, allowing for a comprehensive exploration of diverse perspectives within the organizational context. The results showed that educational background and peer influence were the main motives in choosing this job; other supporting motives included feeling challenged, gender equality, opportunity to gain new knowledge, enjoyable work in dealing with customers, challenging stereotypes, self-actualisation, and the company supporting and being a pioneer for female train drivers. Organizational support such as risk allowances, health benefits, leave, dormitories, and self-development programmes play an important role in supporting productivity at work and encouraging growth. MRT train drivers contribute to a country’s economic, social, and development aspects.

The findings of this study highlight the interconnected nature of social and economic contributions. Employees’ income is not only a tool for personal benefit but also serves as a catalyst for broader societal impact. These findings underscore the importance of creating inclusive workplace policies that empower employees to contribute meaningfully to both their professional growth and the community at large.The research highlights the alignment of Jakarta MRT’s inclusive policies with Sustainable Development Goals (SDG) 5 and SDG 8, showcasing how gender equality and decent work coexist in traditionally male-dominated sectors. This form of agency is not abrupt but evolves over time, beginning with decisions around vocational education, engaging in conversations with mentors or peers, and continuing through the process of adapting to a male-dominated work environment. These accounts align with concept of agency as the ability to make meaningful choices and take actions that shape one’s life trajectory. The women in this study present themselves as change agents through acts of everyday resistance that gradually challenge and transform dominant norms in the workplace. These findings contribute to the growing discourse on breaking gender stereotypes and fostering inclusivity in the transportation industry. Therefore, broader access for females in the transportation industry is essential.

How Relevant is Inflation Targeting in ECOWAS Common Currency Programme?

Abstract: We examine the relevance of inflation targeting (IT) in the Economic Community of West African States’ (ECOWAS) common currency using the stability of money demand function to determine appropriate monetary policy framework. We employed annual data from 2003 to 2022 and autoregressive distributed lag (ARDL) bound test approach and find the presence of a long-run relationship between money demand function and its determinants. The CUSUM and CUSUM of square tests reveal the stability of money demand for the selected countries. Monetary targeting is more appropriate for ECOWAS since member countries have stable money demand. Based on the findings, we recommend the adoption of integrated inflation targeting framework, which involves setting flexible reserve money targets and interest rate corridors, sustaining a flexible exchange rate regime, and strengthening prudential supervision and regulation to promote financial system resilience against exchange rate shocks. This approach would promote policy transparency and accountability from inception.

Waste Reduction in Polypropylene Tape Production through use of Cleaner Production Technologies

Abstract: The case study organization within the textile industry produces a diverse array of polypropylene tapes, including flat and fibrillated varieties in various colors. The company has been facing key environmental challenges on reducing material waste, exploring sustainable materials, enhancing energy efficiency, and ensuring compliance with environmental regulations. The manufacturing process of polypropylene tape within the textile sector generates a substantial amount of non-biodegradable waste materials, which presents environmental challenges and poses a risk to the health of workers involved in the process. This research seeks to examine the root causes of waste and provide possible cleaner production solutions for reduction in polypropylene tape waste. The first step was to plan for the Cleaner Production Assessment, followed by a walk-through inspection of the extrusion department was undertaken in order to systematically comprehend the entire process. Cleaner production assessment was thereafter undertaken with the objective of collecting data and evaluating waste production in the extrusion department. A fishbone diagram was employed to evaluate the fundamental causes of waste, and a material balance was performed to meticulously monitor the utilization of raw materials during a process, while also accounting for losses, waste products, and emissions. This was followed by identification and implementation of cleaner production opportunities which included use of high-quality polypropylene resin, improvement of storage and handling of raw materials, and optimization of extrusion temperature and speed settings. Tracking the results of polypropylene tape waste over a period of 8 months after implementation and comparing with waste production before implementation of the CP options, the results showed a marked improvement. The results were validated through t-tests of two specimens with disparate variances, concluding that the implementation of cleaner production opportunities significantly reduced polypropylene tape waste.

Centering the African Union in the discourse of democratic decline in Africa: What are the issues?

Abstract: The major typologies on democratisation in the world rank half of the African continent in the category of authoritarianism. These typologies point to the resurgence of coups and mismanagement of elections in the continent as the key issues bedevilling the democratic decline. However, a deeper analysis reveals the incomplete process of decolonisation, state fragility and lack of nation-building as the key issues for the decline. What is mainly missing from the discourse of the democratic decline is the role of the African Union in trying to resolve these issues. With the use of document analysis and literature review, this paper analyses the resurgence of coups in Mali, Burkina Faso and Niger, and mismanagement of elections in Kenya, Angola and Zimbabwe to bring to the fore the key issues bedevilling the democratic decline in the continent. The key argument advanced, is that although it appears the coups and mismanagement of elections are contributing to the democratic decline in the continent, they are opening up the democratic space in the specific cases. The centrality of the African Union in resolving these issues is through the Lomé Declaration and its Constitutive Act. Thus, further analysis is on how the African Union could intervene to manage the resurgence of coups and mismanagement of elections in the continent. This analysis brings to the fore, how the current AU protocols and frameworks could be reconfigured to reverse the democratic decline in the continent. This article contributes to the body of knowledge on how multilateralism could contribute to democratisation in the world.

Industrial Parks: Analysing the Extent to Which Competitiveness Amongst Operating Firms Impact Industrial Revolution of Nascent Economies

Abstract: Small and medium-sized businesses (SMEs) are found in various sectors, including manufacturing, services, hospitality, agriculture, and trade and commerce. They have exceptional potential flexibility and adaptation in reaction to changing market conditions, despite their size, scope, and lack of resources compared to large firms. Due to their capacity to create jobs, boost economic growth, and thwart youth restlessness and poverty, these industries have become pivotal to nascent economies. As such, this study analyses the extent to which competitiveness amongst operating firms, impacts the industrial revolution of nascent economies. Data was collected through a questionnaire from 1342 staff across five SME categories, namely Manufacturing; Engineering, Automobile, Construction; Pharmaceuticals & Medicals; Agriculture & Allied Products; and Trade, Commerce & Tourism. Using the regression analysis, the study indicated that competitiveness among operating firms in a nascent economy had a statistically significant impact on industrial revolution. Therefore, the study concluded that competitiveness amongst operating firms impact the industrial revolution of nascent economies. The operating firms exhibited resilience and creativity that fostered idea generation and development strategically amid intense rivalry for market leadership.

Abstract: The relevance of the research is determined by contemporary challenges, which are accompanied by constant human rights violations, encroachments on sovereignty and state security, as well as recent events on the international stage caused by geopolitical instability. The focus is placed on the fact that political communication serves not only as a means of interaction between the government and society but also as a tool for shaping legal and moral justifications for restricting rights in emergency situations. Considerable attention is given to democratic values, which are upheld by corresponding mechanisms of political communication, ensuring necessary oversight over global challenges. The main emphasis is placed on how political discourse can be strategically employed to legitimize the restriction of human rights under the pretext of ensuring national security. Significant attention is given to Kremlin rhetoric, which represents a type of political communication accompanied by the justification of aggressive foreign policy and territorial expansion, thereby violating the rights and freedoms of Ukrainian citizens. In this context, the Ukrainian perspective becomes particularly important, specifically the role of political communication during martial law, which ensures the stability of national and informational security in Ukraine. The findings of the study demonstrate that political communication is a complex and multifaceted phenomenon that serves as the foundation of international geopolitical and informational stability. Political communication shares commonalities with general communication processes while also possessing distinct characteristics: it permeates all levels of communication – from intrapersonal to global; each political system establishes its own network of political communication in accordance with its capabilities; there is a direct correlation between a society’s level of economic development and the development of its political communication structures – the latter is determined both by the technological level of information transmission and the fundamental ideology of the political system; the nature of political communication in a society and its level of development are shaped by the overall and political culture of that society, as well as by its values and norms.

Abstract : The active integration of International Financial Reporting Standards (IFRS) has the potential to optimize economic development by creating new opportunities to increase transparency and confidence in financial statements, optimize the investment climate and credit security, and develop effective management decisions. The purpose of the article is to analyze the specifics of IFRS in the current economic environment and the impact of their implementation on accounting processes in Ukraine. The study examines the main advantages of applying IFRS in accounting practice, analyzes the specifics of IFRS implementation in accounting processes in Ukraine. The article highlights the key benefits of IFRS integration, in particular, intensification of credit and financial support for business, minimization of investment risks, simplification of the process of financial global standardization, and opportunities to enter international markets. The author identifies the main challenges of the IFRS integration process in Ukrainian realities, in particular, the increased resource intensity of the process during the adaptation period, the difficulty of establishing effective communication and interaction between stakeholders, the need for effective monitoring, the lack of qualified personnel, and the increased risks of wartime. It is substantiated that the integration of IFRS requires active assistance in the educational sphere and an upgrade of regulatory and legal support. Recommendations are formulated that can contribute to the successful implementation of IFRS in Ukraine. The article proves that the adaptation of accounting in Ukraine to IFRS will help to improve management and investment planning processes, contributing to greater economic stability, and will also increase the competitiveness of business in the international market.

Abstract: In the context of global socio-political, economic, social, demographic, and cultural transformations both at the state and individual levels, the issue of adaptation to rapid changes is becoming urgent. The purpose of the article is to analyse the concepts of lifelong learning, their main ideas and practical implementation. It is also necessary to trace the transformation of the understanding of lifelong learning both at the level of legislative initiatives and the level of value orientations. The object of the study was the views of scientists on the role and significance of lifelong learning in the life of the state, as well as the format of lifelong learning in different countries of the world and the challenges and problems of this form of learning in Ukraine. The basis of the methodology of this study is the application of the principles of logical analysis, methods of analysis of literature and secondary sources, structural-functional and the method of generalization and comparison. Such an adaptation format as lifelong learning is currently recognized as one of the fundamental ones for the near future. Given the pace of globalization, regional threats to sustainability, climate change, and the development of technologies (artificial intelligence, digital media, digital economy), structural changes in the education system are strategically necessary. Urgent challenges for both developed economies and countries with economies catching up with modernization are ensuring digital competence, developing digital thinking, and access to technologies for the opportunity to obtain education, improve and change professional qualifications throughout life, have the opportunity for professional and creative self-realization through learning, and also build one’s own educational trajectory for one’s own and social good. Lifelong learning as a basic paradigm for the development of modern education is based on several concepts: the theory of transformational learning, the model of empirical learning and critical pedagogy. Today, lifelong learning involves not only obtaining a new profession or improving qualifications, but we also observe a shift in attention to personal motivation, to the possibilities of self-development and the formation of one’s own personal educational trajectory for economic success and psycho-emotional satisfaction. The most successful model of lifelong learning is the example of Sweden. Abstract: Business and sustainable development are interrelated concepts that require companies to act responsibly and in a balanced manner, considering economic, social, and environmental aspects. Monitoring sustainable development indicators is a crucial component of business reporting, as it enables companies to effectively manage their activities to achieve economic, social, and environmental development. This study aims to summarise recent scientific and practical developments regarding the systematisation of sustainable development accounting data and to provide directions for their improvement. The scientific achievements of scholars and practitioners in business reporting for sustainable development have been systematised. The report considers key aspects of the informativeness of data. This paper presents a comparative analysis of the leading international accounting standards for sustainable development, highlighting their advantages and disadvantages. It also analyses the practical significance of the Natural Resource Use Efficiency Index. Additionally, it outlines possible ways of cooperation between CSRD and S&P Global to ensure practical approaches to accounting and reporting on sustainable development in the context of modern realities. The article identifies the primary directions for improving and systematising accounting in business reporting on sustainable development. The aim is to enhance transparency and efficiency in sustainability management.

Abstract: The large-scale destruction of industrial, energy and infrastructure facilities during the war has a destructive impact on social development and the progress of the business sector. The European integration concept of Ukraine’s post-war recovery envisages active reconstruction of cities based on sustainable development. The article aims to analyse the scale of infrastructure destruction in Ukraine during the war and its impact on sustainable urban development. The study identifies potential risks for the urban development strategy caused by infrastructure destruction. The system of management of reconstruction projects and the state of coordination of management activities in this aspect are investigated. The need to transfer modern approaches generally accepted in the international community to upgrade local management structures for urban development is determined. The necessity of improving the regulatory framework in this aspect is substantiated. The potential of the energy security system against the background of the risks of damage to urban infrastructure is investigated. The sectoral objectives included in Goal 11 of the General Strategy for Sustainable Development – Sustainable Development of Cities and Communities – are analysed. It is established that these tasks aim to ensure the openness, safety and environmental sustainability of cities. It is proved that large-scale destruction of infrastructure, including critical infrastructure, causes instability in socio-economic development, destroys the environment, and worsens the investment climate. It is established that optimisation of the urban development strategy in wartime should aim at integration into global economic networks, transfer of the latest technologies, integration of “green” initiatives, and intensification of social participation in urban development initiatives, which has become an integral component of the process of building an adaptive and sustainable modern city.

Reintegrating the Rights of Women and Children in Armed Conflict: The International Legal Role of the Welfare State

Abstract: This research aims to provide a comprehensive overview of the impacts of military conflicts on vulnerable societal groups — women and children. Women and children bear the burden of conflict and are often subjected to violence, loss of property and breadwinners, and threats to their health. The general structure of the study includes theoretical information, analysis of the international legal context, practical examples and conclusions on the effectiveness of welfare state measures in reintegrating the rights of women and children during armed conflicts. It is demonstrated that the global normative legal field in this context is insufficient. Significant focus is placed on the issue of child soldier recruitment and the involvement of women in combat roles within modern armed forces. Variations in actions aimed at mitigating the worst consequences for these groups are outlined. The research also includes the study of the welfare state’s practical experience in implementing programmes and projects to reintegrate the rights of women and children after armed conflicts. The article analyses the role of the welfare state in reintegrating the rights of vulnerable societal groups within the framework of international legal provisions. Special attention in the study is given to the aspects of protection afforded to women under international legal frameworks. This research is dedicated to the pressing issues surrounding the protection of women’s and children’s rights during armed conflicts. The publication contains a multifaceted view of the problem and recommendations for further action.

Abstract: The article explores linguistic strategies for ensuring gender inclusivity in English and Ukrainian. The relevance of the work is due to the growing public demand for the use of gender-sensitive language as a means of forming an inclusive environment. The purpose of the study is to analyze the features of the implementation of gender-inclusive language forms in the two languages, to identify their common and distinctive features, and to outline the sociocultural factors that influence these processes. The paper uses the comparative-descriptive method, discourse analysis, and qualitative text analysis methods. It is established that the English language demonstrates greater flexibility due to neutral forms, while feminitives are actively developing in the Ukrainian language. The article emphasizes the importance of linguistic inclusivity as a reflection of social changes and the desire for gender equality.

Small and Medium-Sized Businesses in Ukraine Amid War: Current Trends and Barriers

Abstract: The principal objective of this research lies in the conceptual reflection on the efficacy of economic instruments designed to support such economic entities under ongoing conflict conditions and throughout the period of transformational recovery, taking into account the identification of regulatory, structural, and resource-related barriers, the analysis of productivity-indicative status, and the formulation of proposals for their efficient revitalization. The methodological framework of the study incorporated cognitive synthesis of informational arrays, the application of statistical-prognostic methods, correlation-regression analysis, and a systematizing generalization approach. This comprehensive methodology enabled an integrative comprehension of the latent determinants influencing the functioning of the SME sector, the identification of prevailing trends, and the logically substantiated justification of its prospective renaissance within the synergistic dynamic of wartime and post-war development. The correlation analysis revealed a statistically relevant association between the sales volumes of medium-sized enterprises and the innovation index (r = 0.587), as well as the business confidence index (r = 0.667); however, the statistical insignificance (p > 0.05) indicates a deficiency in innovation saturation and a lack of investment-technological impetus. In contrast, a strong correlation between the sales performance of small enterprises and business confidence (r = 0.806 at p = 0.05), along with an exceptionally pronounced dependence of micro-enterprises on the same index (r = 0.912 at p = 0.016), highlights the critical sensitivity of these entrepreneurial units to macroeconomic stability parameters. The results implicitly underscore the imperative to reduce regulatory pressure, implement anti-corruption deregulation, debureaucratize administrative procedures, extensively expand financial and credit instruments, and institutionalize mechanisms for the preservation of human capital. These measures are deemed essential for the timely and effective resetting of the SME sector amid wartime conditions and throughout the post-conflict reconstruction period. Furthermore, they constitute an axiomatic foundation for sustainable national economic growth through the creation of a favorable, polycentrically balanced environment for entrepreneurial activity and the targeted stimulation of strategically critical segments of the economy.

Abstract: National security is ensured through the formation and implementation of strategic management policy. The process is aimed primarily at overcoming risks and threats, preventing them and recurrence. Security management is particularly relevant in the current crisis conditions caused by the Russian invasion of Ukraine, external pressure and instability in all areas of national security. The study aims to theoretically analyse and formulate practical recommendations on national security management in a crisis in the context of strategies and mechanisms for ensuring it. It uses several scientific methods, including systemic and economic analysis, synthesis, comparison and scientific abstraction, statistical methods (regression and correlation analysis), K-means and multivariate cluster analysis. The article examines the types of crises likely to occur in the security sector both within society and in the context of external influence. It defines a “fragile state” as a consequence of a crisis in one or more national security subsystems. Among the methodologies for analysing the level of “fragility”, the research suggests the approach of the Peace Foundation, which measures the Fragile State Index. The latter covers the sectors of cohesion (security apparatus, fragmentation of elites, group grievances and divisions), economy (poverty, inequality and economic development, outflow of intellectual labour), politics (state legitimacy, public services, human rights and the rule of law) and society. It is determined that the Fragile State Index for Ukraine reached a critical value in 2023, which makes it necessary to effectively revise management strategies to counter threats in a crisis. Empirical data emphasise the importance of synergy of efforts and a high level of coordination to protect territorial integrity and national sovereignty in the context of the rapidly changing geopolitical situation. It is substantiated that the sustainability of national security is determined, in particular, by the level of integration of digital innovative risk management solutions. The study analyses the National Cyber Security Index (NCSI) cybersecurity rating of digital development and the specifics of integrated information security systems (IPS). The study results are of practical value in improving the anti-crisis management paradigm in the field of national security, as well as in the formation of appropriate plans for responding to challenges and preventing risks.

Abstract: The presented scholarly study undertakes a comprehensive multidisciplinary analysis of the phenomenon of feminatives within the framework of the stylistic and functional idiomaticity of the official-business style of modern Ukrainian literary language. The research is based on a synthesis of analytical hermeneutics, structural-functional content analysis, sociolinguistic micro-approach, and diachronic stratification of linguistic transformations. Aspects of the morphological-syntactic dynamics of feminatives are examined through the prism of axiological and epistemic foundations that shape the current vectors of language policy in the sphere of regulated discourse. It has been observed that the formalized communicative environment of the administrative and bureaucratic segment of linguistic practice predominantly employs masculinitives as the nominative referents for professional and positional titles, aligning with the prevailing paradigm of normative linguistic and stylistic conservatism.  Within the discursive domain of semi-official texts, particularly in digital environments, an increased resonant response to sociocultural demands for gender symmetry in linguistic forms has been identified. This phenomenon is acquiring the character of linguistic adaptability, expressed through the gradual accumulation of feminatives as a dynamic component of the lexical and grammatical inventory.  It has been proven that the process of standardizing feminatives within the official-business style remains at the stage of partial codification, accompanied by competition between descriptive and prescriptive approaches to word-formation regulation. It is highlighted that the lexical-semantic codification of female professional titles occurs in the context of linguistic institutionalization and sociolinguistic reflection, reflecting transformative processes within the public discourse.

Abstract: The issue of the consequences of the ideology of genocide as a determining factor in the development of Russian society for the dynamics of international legal processes has become particularly relevant against the backdrop of the full-scale invasion of Ukraine by the Russian Federation. This study is devoted to analyzing the ways in which Russia identifies itself in the international legal field in the context of the genocide of the Ukrainian people. The article examines the system of Russian measures aimed at the genocide of Ukrainians, which involve ideological pressure and censorship. The study reveals the existence of a consistent Russian policy toward the Ukrainian people that bears signs of genocidal intent. The study argues that the propaganda of genocide within the Russian Federation’s political narrative is suggestive in nature, and the strategy itself is a tool for Russia’s self-identification in the international environment, which influences the dynamics of the international legal system. The article analyzes approaches to the definition of genocide and the peculiarities of the representation of this concept in legal documents relating to the protection of fundamental human rights. The main evolutionary stages of the genocide of the Ukrainian people and the ways in which Russia identifies itself on this basis are identified. The article analyzes the variability of forms of practical expression of genocide aimed at the loss of national identity: mass torture and killings, forced deportations, and sexual violence. Particular attention is paid to the expression of Russian ideology of genocide against Ukrainians in the context of modern military operations: massive shelling and missile strikes, destruction of infrastructure, moral and informational influence, psychological means of destruction. The vectors of influence of the Russian Federation’s methods of self-identification on the dynamics of the system of international legal relations are characterized. The functionality of the international judicial system in the process of bringing war criminals to justice is investigated. The destructive critical consequences of the Russian Federation’s genocidal ideology for the security of global geopolitical development are substantiated.

Digitalization of Public Sector Institutions in Zimbabwe: Towards transparent, accountable and sustainable public service delivery

Abstract: Public sector digitalization is a strategic reform strategy that involves the adoption of digital technologies in public sector institutions to make them efficient, accountable and transparent in delivering services. Initiatives to digitalize public sector institution are often triggered by the need to address bureaucracy and related administrative malpractices associated with non-digital administrative systems. In particular, challenges such as institutionalized corruption and sluggish service delivery have amplified the need for digitalizing public sector institutions.  Through a qualitative desktop review research method, this article analyses the sectoral digital governance systems that have been adopted in the public sector in Zimbabwe as part of the efforts to revamp service delivery and the management of public information as part of the efforts to achieve sustainable service delivery. The paper reveals that public sector digitalization in Zimbabwe results in reduction in public sector corruption as well as improved transparency, accountability, responsiveness and efficiency in public service delivery. The study found that the wave of public sector digitalization has reached Zimbabwe as central and local government institutions are swiftly embracing digital systems that can transform their service delivery obligations. Public sector digitalization in Zimbabwe is being pursed in line with Sustainable Development Goal 16 which obligates governments to build effective, accountable and inclusive institutions at all levels and one of the modern strategy for digitalization has been the adoption of digital systems, widely known as digitalization. In this regard, public institutions in sectors such as public finance management, the judiciary, local governance and public procurement have all adopted different digital systems that help them to transform their service delivery capabilities and improve interactions with their stakeholders. However, the digitalization of public sector institutions in Zimbabwe has faced contextual drawbacks that have dragged the progress in adopting digital systems. The paper reveals that the main drawbacks against public sector digitalization in Zimbabwe include the limited Internet connectivity to facilitate cyberspace interactions as well as the shortage of relevant devices to participate in the virtual governance world. There is substantial potential for public sector institutions in Zimbabwe to reach even greater heights in terms of full digitalization. This potential can be unlocked by committing resources towards developing Information Communication Technology infrastructure in the country, improving commitment towards digital skills amongst public sector employees and citizens as well as transitioning to reliable energy sources such as solar. The central government should adequately resource its departments to enable them to fully embrace and utilise digital systems that are relevant to their service delivery mandates.

Abstract: The emergence of digital era has made drastic change in the entire lifestyle and habitat of the human population. This technological growth has the vital role to strengthen the process of financial inclusion and its impacts. Post Corona pandemic upsurge the usage of digital technology has been changing the whole SHGs and has the potential to enhance the welfare of women’s SHGs groups in a variety of ways. And the Kerala government has implemented the project called KFON which take initiative to create digital state in coming years, and mainly focus on providing subsidized internet with optical fiber to BPL sectors of the community and government aiming to obviate the digital divide. With the serious attempt of studies and reports, the paper helps to explain the latest possibilities in digital platforms and its impact on the lives of women SHGs. Studies have shown on the outcomes in adopting such new digital technology by women SHGs. The study also mentions usage of payment applications and digital cards by women SHGS. The paper suggests to educate the women beneficiaries with digital tools for financial inclusion to acquire the maximum benefits of the digital revolution and enhance the digital knowledge among the members of SHGs.

Abstract: This study illustrates how Artificial Intelligence (AI) is bringing a new change in the social media marketing strategies. By incorporating AI tools like predictive analytics, sentiment analysis, and automated sending, marketers can greatly increase the effectiveness of their campaigns. This analysis includes reliability tests such as “Cronbach’s Alpha”, “KMO Measures of Sampling Adequacy”, as well as “regression and correlation analyses”. The analysis was able to involve 200 marketing specialists and it was able to determine metrics for cross-sectional purposes. These results underscore the positive effect of AI on customer engagement, targeting accuracy, and marketing outcomes.

With Gen Z’s strong obligation to sustainability, there has been a significant shift toward fashion choices that align with ethical and cultural values. This study explores the connection of sustainable cultural trends and digital influence, examining how social media platforms, particularly Instagram, make it possible to promote and adopt ethnic fashion. The purpose of this research is to provide light on the interconnected nature of fashion, culture, and technology by investigating the impact of online influencers on consumers’ fashion decisions. Specifically, the study focuses on how Instagram influencers promote ethnic wear among Gen Z women, highlighting their impact on the popularization of sustainable and culturally strengthening fashion trends. This study describes the demographic profile of the respondents. This research uses a simple random sampling technique alongside a descriptive research design. Factor analysis shows the most influential factors are social media influence, heritage, attitude of the younger generation, purchasing power, Instagram influencers, social responsibility, personal style and individuality, and price and affordability, and peer and friends adopting ethnic wear, while structural equation modeling (SEM) reveals the impact. The results highlight the importance of ethical and inclusive fashion practices and shed light on the influence of Instagram personalities on cultural sustainability as well as the fashion business.
