Abstract: The article raises the issue of improving the mechanisms of interaction between state institutions and civil society in the context of digitalisation. The technological basis of this process is created by social media, defined as a group of Internet applications built on the ideological and technological foundations of Web 2.0, which allow the sharing of user-generated content. It is substantiated that e-government has become an integral part of modern society, which strives for effective management and transparency of the state apparatus. The introduction of information technology into government processes ensures the availability of services for citizens and the business community, increasing the level of trust in government and developing and adapting existing models and tools of public participation. Therefore, e-government today is a qualitatively new level of government organisation, where the use of information and communication technologies allows for the development of new models of interaction between the state and citizens aimed at improving the quality of public administration by optimising intra- and interagency cooperation, ensuring high quality of public services, increasing the level of civic participation in public administration and democratisation of society in general. E-participation and the platforms through which it is implemented have become new forms and accountability instruments for public authorities. In particular, the article discusses the concepts of wiki-government, collaborative democracy, crowdsourcing technologies in the public sector and their respective tools.

Abstract: The suggested study evaluates the effects of the war on Ukraine’s hospitality and tourism sector while pinpointing vital tactics for its revival and growth. Special emphasis is given to repairing the harm inflicted on physical infrastructure and integrating cutting-edge technologies and contemporary methods to improve customer service. The evaluation highlights that a successful revival and expansion of the tourism sector requires a holistic strategy, involving a thorough review of the destruction from past crises and formulating detailed plans for future progress. Focusing on the hotel industry and the market for tourist services is crucial, as these areas play a major role in generating tax income and boosting regional economic progress. The rising significance of domestic tourism, especially in the central and western parts of the country, is evident in the growing number of visitors and the bolstering of local economies. This increase broadens the range of tourism options and adjusts to evolving consumer demands, which call for more adaptability and a tailored approach to arranging tourist services. New growth strategies should concentrate on establishing a resilient business framework capable of adjusting to the shifting dynamics and regulations of the post-war marketplace. The restoration of the hospitality and tourism sector must take precedence in the post-war era. Achieving harmony between international and domestic tourism is critical to ensure stability and tap into new markets. These strategies should hinge on innovations in management practices and service excellence, alongside the adoption of new technologies to boost competitiveness and foster sustainable progress within the industry.

Abstracts: The article examines the essence of globalization and its impact on the financial and economic situation against the background of the events of the last sixteen years. The author establishes that globalization as a process of integration of the world economy and society has both positive consequences (improvement of living standards, increased access to goods and services, introduction of innovations) and negative effects (economic crises, increased inequality, loss of economic sovereignty, environmental problems, and growing influence of transnational corporations) for the development of national economies. The author identifies key trends in the development of the global economy as the main form of globalization, including the rapid development of artificial intelligence, regionalization and “glocalization”, diversification of global supply chains, and the transition to a knowledge economy in the face of growing uncertainty due to global crises. The analysis of the impact of the global crises – the 2008-2009 financial crisis, the COVID-19 pandemic, and the war in Ukraine – confirmed their negative impact on both the global and national levels. The correlation analysis showed a low level of Ukraine’s integration into the global market, which is caused by dependence on external borrowing, raw material orientation of exports, high emigration, unfavorable investment climate, and insufficient integration into international scientific and technical cooperation. To increase the level of global integration of Ukraine after the war, it is recommended to implement strategies of economic diversification, stimulating innovation and attracting foreign direct investment, taking into account the existing potential for development and experience gained.

Abstract: The importance of this topic stems from the recognition that military conflicts represent intricate socio-economic phenomena with profound effects on the employment landscape. Gaining insight into how military conflicts influence the labor market is vital for crafting successful socio-economic recovery plans and aiding communities amidst such turmoil. This research seeks to explore the connections between military conflicts and the labor market, while evaluating their repercussions on the socio-economic conditions of affected populations. The focus of the investigation is the influence of military conflict on employment dynamics. In other words, the study concentrates on scrutinizing and interpreting how warfare and related events shape job availability and unemployment rates. The analysis relies on statistical data, enabling the formulation of impartial conclusions regarding the labor market fallout from military conflicts. The methodology includes a comparative approach—examining the labor market prior to and following military conflict—and employs economic modeling to predict potential outcomes and devise socio-economic recovery approaches. Findings indicate that military conflicts markedly alter employment and unemployment patterns, potentially worsening socio-economic challenges within conflict zones. Comprehending these dynamics is crucial for formulating robust socio-economic recovery strategies during wartime conditions. The practical value of this study lies in its relevance to shaping policies for employment and socio-economic progress under conflict circumstances. The outcomes of this research offer valuable insights for governmental bodies, international entities, and civic organizations engaged in social welfare and labor market enhancement efforts in conflict-affected settings.

Abstract: The main trends of the higher education system’s development in terms of globalisation, digitisation, labour market integration, and academic integrity are examined in this paper. Emphasis is placed on how digitalisation, AI interdisciplinary approach, and personalisation contribute to a significant shift in the face of modern educational teaching models. The necessity conditions the relevance of the study for the adaptation of educational institutions to rapid technological and social changes, particularly in martial law and the post-war reconstruction of Ukraine. The article seeks to present an analysis of the main challenges and prospects for modernisation of the educational process, giving an estimate of how digital technologies, artificial intelligence, and new learning formats influence the quality of education. Materials and Methods: Descriptive analysis, comparison and contrasting approach, regulatory document analysis, and statistical data were employed in the course of this research. As shown by its results, higher education has reached a transformation phase that includes blending learning, integrating different educational platforms, and an ever-increasing role of distance education; universities increasingly have to change and adapt to challenges within the labour market. It also reveals new approaches toward assessment, knowledge, and improving mechanisms for maintaining academic integrity while implementing sustainable development within the education process.

Abstract: Civil society plays a key role in the political transformations of Ukraine after 2014, contributing to democratic development, European integration and reform of public administration. In conditions of war, information threats and economic challenges, the relevance of research on civil society and its mechanisms of influence on political processes is significantly increasing. The purpose of the study is to analyze the impact of civil society on public administration and political changes, and the object is the activities of public organizations, volunteer movements and human rights initiatives in Ukraine. The work uses methods of comparative analysis, content analysis of official documents, statistical analysis of sociological data and expert evaluation of scientific publications. The study showed that civil society has become an important factor in the fight against corruption, ensuring transparency of government and the implementation of democratic reforms. At the same time, its effectiveness largely depends on the level of cooperation with state structures and international partners. It was found that digitalization opens up new opportunities for civic activity, but carries the threat of information manipulation. The study also showed that trust in civic initiatives remains consistently high, while trust in state institutions fluctuates depending on political circumstances. The practical significance of the study lies in identifying mechanisms for strengthening civil society through legal, financial, and digital tools. The results can be used to develop state strategies to support civil society, increase public participation, and strengthen democratic institutions in Ukraine.

Abstract: Digitalisation plays an important role in developing the financial market, ensuring speed, transparency, and stability and meeting consumer demands. The Ukrainian financial system is also implementing digital technologies, but it is amid an economic crisis caused by the war. The study aimed to determine the level of digitalisation in the Ukrainian financial market by analysing the dynamics of creation and specifics of financial technology companies (fintech companies). The methods of induction, deduction, analysis, synthesis, logical inference, statistical method of trend identification based on the trend line, and graphical method were used to achieve this goal. The study’s results revealed an upward trend in the creation of fintech companies until 2019, followed by a decline due to the pandemic and the war in the country. The activities of fintech companies were dominated by providing technology and infrastructure, personal lending, and mobile wallets. In contrast, the number of companies providing blockchain technology has declined recently. The number of fintech companies in the advisory, analytical, and financial management sectors has increased. Trends in the dynamics of fintech companies over the past 7 years have shown a growing demand for technology and infrastructure, mobile wallets, personal lending, advisory services, and financial management, which indicates the rapid adoption of technology and the strategic digital transformation of the financial market. However, there were no new payment system upgrade companies, neobanks, or blockchain technologies, which limits the options available to users. On the negative side, there was a low level of cybercrime and fraud prevention, which threatened the security of financial transactions.

Abstract: Digital marketing research has become relevant in the European educational space because of heightened competition among universities and a fast-paced digital transformation of the educational process. The purpose of this article is to analyze digital marketing communication strategies that European educational institutions apply amid cut-throat competition and measure the effectiveness of those strategies according to the level of digital literacy of the local populations. The research methodology consists of open statistical data analysis and classification of communication strategies, plus an inquiry into the primacy of adoption of digital technologies into marketing campaigns run by European educational institutions. Altogether, the study shows a predominant trend of the deployment of omnichannel strategies, personalized advertising, video marketing, influencer marketing, and automated CRM systems to attract students and retain their loyalty. The findings confirm the notion that in western countries with high digital literacy the marketing executor would be an automated system, whereas the simpler marketing tools would predominate in Southern and Eastern Europe. Within the article are discussed some issues for European educational institutions working in the field of digital marketing, which relate notably to the adaptation of strategies to appeal to different target audiences and the introduction of innovative technologies into the educational process. The suggested solutions to optimize digital marketing campaigns call for personalizing campaigns, social networks, gamification, and greater opportunities with AI. Practically, this work aids the formulation of effective communication strategies, which may help boost the competitiveness of European universities. Further research should therefore focus on estimating the long-term influence of digital marketing in relation to the development of the educational institutes and attracting international students.

Emergency Speaking Communication: Experience from the USA and Europe

Abstract : For coordination of emergency services, minimizing panic and fast response, effective voice communication in an emergency is critical. However, the approaches toward crisis communication are being changed by modern technologies, such as the use of artificial intelligence, automated alert systems, as well as multilingual platforms, yet there are still a few challenges, and these are mainly connected to the human factor on one side and intercultural adaptability of messages on the other. It is a study to analy ze peculiarities of emergency speech communication in general, and American and European experience respectively. Based on a comparative analysis of crisis communication models, content analysis of scientific publications, statistical analysis of effectiveness of digital communication technologies and cognitive analysis of the influence of stress conditions on emergency service operators, the empirical and research methodology is proposed. The research indicates that the ways in which AMERICANs and EUROPEANS communicate in crises utilize different communication approaches such as centralized automated alert systems for AMERICANs and more intercultural adaptation due to the social aspects of communication that applies to EUROPEANS. Further, the level of stress and emotional burnout of dispatchers significantly impacts the accuracy and speed of information transmission, and thus these dispatchers need of psychological aid and training preparation. It is also proved that the introduction of artificial intelligence and fake news detection algorithms can significantly reduce disinformation during crisis situations. The practical significance of the study is to formulate recommendations for improving crisis communication by integrating digital technologies, increasing the resilience of communicators to stress, and improving the adaptation of messages to the cultural characteristics of the population. Promising areas for further research are the development of adaptive models of crisis communication for a multilingual environment, the integration of artificial intelligence for personalized crisis communication, and the improvement of mechanisms to combat disinformation.

Abstract: The digital revolution transforms how human rights get protected by law yet produces both positive chances and serious digital issues for privacy protection and free speech. This study’s importance stems from our need to adjust legal standards for both national and international zones to digital environments plus hunt for workable digital rights defense systems. The study investigates how digitalization affects our basic human rights on paper and looks at what role national governments and world organizations play in this evolution. The research methods include legal analysis to understand the digital technology effects, a comparison approach, and the whole system view to evaluate how digital technology links with legal standards and societal issues. Digitalization makes justice easier to access while making information more open to the public yet poses serious dangers when government controls too many people and algorithms discriminate people while eliminating their privacy rights. Digital dangers exceed the speed at which national laws adapt so authorized standards should unite across countries and firms need stronger oversight. Studies of international documents support the requirement to establish common digital rights rules across nations because of GDPR [1], the Universal Declaration of Digital Rights [2] and the Budapest Convention [3]. This study produces suggestions to boost digital rights ruling mechanisms which help create better digital policies worldwide.

Abstract: The purpose of this paper is to substantiate the role of music in the formation of national identity by analyzing examples from the Ukrainian and world musical tradition. The article discusses the importance of music as a carrier of historical memory, cultural codes and common values of the nation. The concepts of national identity in the scientific literature are analyzed, as well as the influence of folk, academic and popular music on its preservation and development. The study is based on the methods of comparative analysis, historical and critical approach, and intertextual analysis. This approach allows us to identify key patterns in the use of musical art to preserve and transform national identity. The study examines three types of music according to F. Tagg’s classification: folk, academic, and popular music. Folk music, the original forms of which originated in the Neolithic era and were later passed down from generation to generation, became one of the foundations for the crystallization of a sense of national identity due to its ability to reflect feelings, emotions, experiences, and to refer to historical or everyday themes that evoke a similar emotional response from representatives of the national community. In the nineteenth century, romantic composers (F. Chopin, M. Lysenko, A. Dvořák, E. Grieg, J. Sibelius, etc.) turned to folk music, which contributed to the development of national schools of composition and the formation of a sense of national identity in Eastern Europe. In the XX-XXI centuries, the characteristic intonations, folk instruments and folk performance style arouse interest among representatives of modern music, including electronic music, which leads to the emergence of neofolklorism and its varieties, in particular folk electronics (works by A. Zagaykevych, bands Onuka, Go_A, etc.). These musical trends are gaining particular popularity in those countries that have been under occupation for a long time or are under threat of occupation in the future.

Abstract: The modern development of the hotel and restaurant business and tourism in the context of digitalisation and globalisation of the economy necessitates the introduction of innovative technologies to improve the competitiveness and sustainable development of the industry. The study’s relevance lies in the need for a comprehensive analysis of the impact of digital innovations on the interaction of these industries in the context of rapid changes in market requirements. The study aims to investigate the synergy of the hotel and restaurant business and tourism as a factor of economic development. It seeks to develop innovative approaches to management in these industries. The study uses literature, comparative, and content analysis to assess current trends and management tools. The findings show that integrating artificial intelligence, blockchain technologies, and digitalisation of processes contributes to increasing the efficiency of operations, improving customer experience and ensuring transparency of business processes. The integration of ICT in the hotel and restaurant business makes it possible to address some of the operational challenges, harness resource efficiency, optimise sustainability, and ultimately set apart customer value propositions. The practical significance of the work is to formulate recommendations for enterprises to adapt to global challenges by introducing digital tools and sustainable practices. The proposed approaches can be used to develop business development strategies that will help increase its economic efficiency and regional development.

Abstract: Relevance. Currently, the digital transformation of social, economic, and technological processes is accompanied by an exponential increase in the amount of data processed and stored in the digital environment, as well as the active implementation of automated control systems, artificial intelligence, blockchain technologies, and cloud services. Therefore, an urgent issue for the academic community, in particular for the practical implementation of information security strategies, is the study of new methods of data protection in the context of digital transformation.
Objective. The purpose of the study is to analyze the level of cybersecurity and digital readiness of the EU countries to assess the effectiveness of implemented information security strategies in the context of digital transformation.
Methods. The study uses methods of synthesizing literature sources to assess current cybersecurity trends, descriptive statistics to analyze the level of digital readiness of EU countries, and data visualization through Raincloud Plots to display the dynamics of indicators. In addition, systematization and generalization methods were used to identify effective innovative methods of data protection.
Results. The study found a positive trend towards strengthening cybersecurity and digital readiness of the EU countries, as evidenced by an increase in the average values of GCI (from 91.296 in 2023 to 93.846 in 2025) and ICTDI (from 76.259 in 2023 to 87.462 in 2025), as well as a decrease in the standard deviation of most indicators, which indicates a gradual unification of cybersecurity measures.
Conclusions. New methods of data protection will in the future contribute to the development of innovative technologies, which will strengthen the protection of information and contribute to the creation of a reliable digital environment. Therefore, the high-quality integration of innovative methods into cybersecurity strengthens data protection and contributes to the creation of a reliable digital environment for critical information systems.

Compelling Factors for the Use of Force by the Police in the 21st Century

Abstract: This discussion paper argues that socio-economic conditions, not only limited to high levels of poverty, inequality in the distribution of wealth, and the alarming rate of crime, in South Africa and elsewhere, have unsurmountable implications for policing. These unbearable conditions in society further contribute to the persistence of extensive tension between law enforcement and the community. This animosity in society creates environments where the use of force may be perceived as necessary, while others argue against it as excessive and as giving rise to a cycle of violence that becomes a pandemic and thwarts development. This paper seeks to answer three research questions: (1) Which factors are significant for understanding the use of force by police officers when apprehending a suspect?; (2) What are the consequences of the use of force by the police?; and (3) How do community members make the police feel compelled to use force when executing their constitutional mandates for maintaining law and order in society? Qualitative data were collected by means of a literature study. The results reveal that it is imperative to consider the social and legal context in which law enforcement operates. The country is currently on a quest to reform the criminal justice system, which will lead to changes in the legal framework on the use of force by law enforcement. Understanding these contextual factors is essential for a comprehensive analysis of the use of force in effecting arrests, as they shape the dynamics and challenges that law enforcement personnel face. Overall, the background and context of South Africa provide a rich and complex environment in which to examine the use of force by law enforcement and its implications for public safety and human rights. Once a lawful arrest has been made, a wide range of legal issues arise concerning the force that may be used in effecting arrests. In South Africa, a common law prima facie duty arises with the effect that a police official may, in general terms, use reasonable force to effect an arrest. The use of excessive force may give rise to delictual claims. As South African law reformers deliberate on the laws that govern the use of force to make an arrest, it is important to study how foreign legal systems address this issue. Although South African police have the constitutional right to employ force to detain persons in certain situations, the need remains for oversight mechanisms to safeguard against the improper use of force.
