Abstract: The constitutional and legislative framework of South Africa vests immense responsibility in municipal councils to ensure accountable governance and sustainable service delivery. This paper argues that a significant, yet under-examined, barrier to effective local governance is the high prevalence of adult illiteracy and low-level literacy among a portion of local councillors.
