State Asset Management Strategy: Highest and Best Use Analysis to Increase Non-Tax Revenue

Abstract: This study examines strategic approaches to state asset management aimed at enhancing Non-Tax State Revenue (PNBP) and strengthening fiscal sustainability in Indonesia. It develops an analytical framework for optimizing state asset utilization through the application of the Highest and Best Use (HBU) principle, while also exploring implementation strategies, success factors, coordination mechanisms, and the integration of digital technologies.

A qualitative methodology was employed, incorporating a Systematic Literature Review, Focus Group Discussions with government officials and asset managers, and NVivo-assisted thematic analysis. The data collection process identified operational challenges and strategic opportunities within Indonesia’s state asset management ecosystem.

Findings reveal four critical dimensions for effective state asset management: (1) the implementation of good governance principles integrated with public finance management to generate both economic returns and social benefits; (2) the development of specialized expertise among State-Owned Asset (BMN) managers; (3) regulatory reform to simplify administrative procedures while enhancing transparency; and (4) the formulation of integrated management strategies aligned with national priorities through inter-agency synergy and collaboration with the private sector.

Recommendations include institutionalizing good governance within asset management frameworks, empowering the State Asset Management Agency (LMAN) as a central coordination mechanism, accelerating the digitalization of asset information systems, implementing comprehensive capacity development programs, and pursuing targeted regulatory reforms. Future research should explore opportunities for technological integration and conduct comparative analyses with international best practices.

This research contributes to the field by synthesizing the Highest and Best Use (HBU) methodology with governance principles in the management of state assets. The proposed framework offers evidence-based guidance for optimizing state asset utilization and enhancing non-tax revenue streams, thereby strengthening Indonesia’s fiscal sustainability while supporting broader economic development goals.

The Impact of Fiscal Decentralization, Social Funds and Indicators of Sustainable Development to Indonesian Human Development Index

Abstract: The Human Development Index (HDI) plays a crucial role in the economy because it encompasses 3 vital dimensions: Health, Education, and Income. This study aims to analyse the factors influencing HDI in Indonesia, with particular attention to regional disparities and the effectiveness of development policies. Specifically, the research seeks to explore global literature trends related to HDI, assess the impact of fiscal decentralization, social fund budget allocations, and sustainable development indicators on HDI at the national level as well as across the Western, Central, and Eastern regions of Indonesia. It also evaluates these impacts in regions with HDI levels above and below the national average. The study employs a mixed-methods approach, utilizing a qualitative method through a Systematic Literature Review (SLR) analysis, alongside a quantitative method using panel data from 2017 to 2023, covering all regencies and cities in Indonesia.

The results of the qualitative method show an increasing trend for literary performance. Meanwhile, based on the quantitative method, the results obtained are that the fiscal decentralization policy has an effect on the HDI, as indicated by the variables: (i). The national Health budget has a positive effect on the HDI, but is only significant in WIT; (ii). The Regional Independence Index (IKD) significantly increases the HDI in all regions (WIB, WITA, WIT); (iii). Education DAK has a significant effect on the HDI nationally and in WIB and WITA; (iv). Health DAK significantly increases the HDI in WIB and WITA.

The social fund budget has an effect on the HDI, as indicated by the variable of Village Funds, which has a positive effect on the HDI, nationally, significantly in WIT, but not in WIB and WITA. SDGs have an effect on the HDI, as indicated by the variables: (i). The Village Development Index (IDM) significantly increases the HDI in all regions (WIB, WITA, WIT); and (ii). The Average Length of Schooling for Women significantly increases the HDI in all regions.

Abstract: The article describes the processes of nomination, which are relevant for modern linguistics and are based on metaphorization of reality. The aim of the article is to study the cognitive aspects of metaphorization in modern European languages. The article describes the process of metaphorization in language through the imposition of secondary meaning on the primary one; describes the process of forming a linguistic picture of the world that is unique for each language community; investigates metaphorization at different levels of language (lexical, phrasal, phraseological); describes the peculiarities of metaphorization of neologisms based on the analysis of corpora of English and Polish texts. The article is based on the syncretism of descriptive, comparative, synthesis and analysis methods, systematic method in combination with the method of generalization. It is shown that the modification of metaphorical models occurs mainly due to the involvement of neologisms as a source of metaphorization, the activation of such established semantic spheres as high technology, economics and finance, and mass culture in this function. In European languages, the main cognitive structures are dominated by substantive metaphor, whose function is to nominate new realities of the surrounding reality. Due to the analytical nature of the English language, a significant number of partial metaphors function in it, realized with the help of complex words and stable phrases. Metaphors-neologisms are found in different styles of speech: scientific, formal business, journalistic, colloquial. It has been established that the linguistic picture of the world presented in the metaphorical subsystems of English and Polish is anthropocentric in nature, since one of the most productive areas of metaphorization is the human being. It has been determined that in the field of communication, linguistic metaphor in English and Polish fulfills all the functions traditionally attributed to it, i.e. communicative, nominative, expressive and characteristic. In the studied European languages, all the traditionally distinguished types of metaphor are observed, i.e. metonymy, hyperbole, euphemism, periphrasis. Metaphor is used to evaluate reality, express the speaker’s attitude to the surrounding realities of the world, and form the cognitive (mental) and linguistic worldviews of speakers.

Abstract: The article is devoted to the study of the role of visual representation of culture and design for the preservation of the heritage of Ukrainian culture. During the war in Ukraine, many cultural monuments were destroyed, so such a study is highly relevant. After all, the preservation of cultural heritage is essential. Also, design and virtual representation are developing very much, which requires new approaches to preserving cultural heritage. Information technologies are now more widely used and need new approaches. The aim of the research was to study the design and visual reproduction of cultural heritage in its preservation. The object of the research was the cultural heritage of Ukraine. The study employs description, analysis, synthesis, comparison, generalisation, systematisation, and visualisation. The paper explores the current development of design and visual practices, their essence, and key trends. It identifies the influence of visual practices and design on contemporary Ukrainian culture and shows that they reflect the national mentality. The consequences of the full-scale invasion for the preservation of cultural monuments are outlined. Challenges related to limited funding and wartime destruction are also discussed. Examples of using visual practices and design for cultural preservation are analysed. The case of the holographic model of Yaroslav the Wise and the virtual tour of the Museum of Ukrainian Domestic Icons illustrate innovative preservation methods. The study also considers the role of modern design in cultural memory plates and signage for heritage sites.

Abstract: Philosophical and cultural studies aim to explore the structure, functions, and role of culture within society. Specifically, the philosophy of cultural phenomena seeks to identify key evolutionary cultural trends and understand the causes of crisis phenomena. To analyze these processes, a periodization of philosophical doctrines has been carried out, allowing for a systematic understanding of cultural development. It is argued that the synergy between philosophy and culture forms a unique reflexive and conceptual foundation for the cultural advancement of society, providing integrity, orderliness, and the rationalization of individual elements within the social system. The study also considers cultural and human activity through a historical and philosophical lens, highlighting the evolution of social development over time. The research demonstrates that traditional models of philosophical knowledge, aligned with order, balance, stability, and determinism, are increasingly inadequate in addressing the complexities of the modern world, characterized by chaos, imbalance, instability, and variability. Nonetheless, ideas derived from synergism retain significant paradigmatic relevance today. The philosophical nature of cultural aspects is interpreted as the development of the human position within historical and temporal contexts, emphasizing the logic of philosophical concepts in shaping societal cultural progress. The study also examines the interaction between social and cultural advancement, considering the challenges posed by globalization. Cultural dynamics are identified as a form of self-organization of meanings and values within the social space, closely linked to technological modernization. Four principal philosophical dimensions of cultural evolution are formulated: anthropological, ethical—reflecting emerging moral guidelines amid cultural pluralism—ontological, and epistemological. A model of cultural dynamics as a synergistic process integrating tradition, innovation, and value exchange is proposed. Comparative analysis shows that philosophical approaches offer a more comprehensive understanding of cultural evolution than purely sociological models. The concept of “cultural balance” is introduced as a prerequisite for sustainable societal development, ensuring a harmonious integration of traditions, values, and innovations, thereby fostering social stability, sustainable development, and global competitiveness.

Abstract: Trends in modern social development include a focus on ensuring the sustainability of communities against the background of growing gender and migration impacts. The current situation requires the development and implementation of specific targeted steps to adapt gender and migration regional policy in the context of globalization, and the integration of cultural projects of a social orientation. The article aims to identify key challenges in the context of migration and gender differentiation and determine potential ways to overcome them in modern conditions. The study examines the main concepts of gender and migration policy in a regional context, in particular, the use of migration statistics and the gender inequality index as a methodological basis. A thematic study of trends and difficulties in the social integration of migrants has been implemented. It has been determined that socio-economic and cultural factors play a determining role in overcoming gender barriers and the successful integration of migrants. It is substantiated that the older age of migrants determines the need for stronger socio-economic support, providing them with an expanded range of social services and ensuring legal rights, in order to prevent social isolation. Cases of supportive policies for migrant women are considered, including institutional support for integration and social adaptation programs to ensure their independence and guarantee the stability of their economic status. The study proves the need to direct targeted regional development policies towards the social integration of marginalized gender and sexual minorities.

Abstract: The relevance of the present research is due to the growing need to rethink traditional cultural paradigms in the context of technological progress, digital transformation and increasing interdependence between artistic creativity and humanitarian values. Modern cultural dynamics show that technologies not only mediate communication but also change aesthetic perception and ethical responsibility, creating new challenges for preserving the human-centric meaning of culture. The purpose of the research is to clarify how artistic and humanitarian approaches interact in the formation of a multidimensional model of modern culture as a living system of values and creative practices. The methodological basis is made up of analytical-synthetic, historical-diachronic and structural-functional methods, which ensure the integrity of the theoretical construction and the depth of interpretation of the results. The results obtained show that culture functions through interconnected processes of representation, identity, creativity, interpretation and regulation, integrating cognitive, axiological and normative dimensions. The proposed model proves that technological mediation, when it is based on ethical and aesthetic principles, does not weaken, but on the contrary, strengthens cultural communication and creativity. The scientific novelty of the study lies in the creation of an artistic and humanitarian concept that combines philosophical reflection with technological practice and has applied significance for education, cultural policy and creative industries, confirming the stable humanistic basis of modern culture.

Birth Limit in Africa: A Strategy for Promoting Economic Development and Enhancing Socio-Economic Rights – Insights from South Africa

Abstract: This paper explores the potential of birth control policies to address socio-economic challenges in Africa, such as entrenched poverty and slow economic growth. Many African countries face obstacles in fully implementing socio-economic rights, leaving populations particularly children vulnerable to deprivation, limited educational opportunities, inadequate healthcare, and violations of their rights to protection and dignity. The study examines these issues within international and regional human rights frameworks, including the International Covenant on Economic, Social, and Cultural Rights, the African Charter on Human and Peoples’ Rights, and the Maputo Protocol, evaluating both the extent of protections and state enforcement practices. The paper considers whether population management strategies, including birth limitation measures, could support existing development efforts by alleviating pressures on public services, improving health and education outcomes, and promoting fairer access to resources. Comparative examples illustrate potential benefits while highlighting the importance of safeguarding fundamental human rights. Concluding with actionable recommendations, the study advocates for integrating population management policies into broader socio-economic development initiatives, consistent with Agenda 2063 and the Sustainable Development Goals. When implemented alongside comprehensive socio-economic reforms, such measures can enhance children’s welfare, protect rights, and contribute to sustainable growth across African states.

Abstract: The study analyzes the influence of the university environment on the formation of humanistic values in future foreign language teachers and philologists. The study is based on the practical experience of teaching humanities at the Ivan Franko National University of Lviv in the process of training future foreign language teachers. The paper clarifies the meaning of the concept of “humanistic values” and describes the key ways of implementing an interdisciplinary approach to their formation in the university environment. The emphasis is placed on the role and potential of the university as an educational platform. A theoretical model of the process of forming humanistic values in students is proposed. The criteria and levels of development of these values are determined, and the effectiveness of the model is experimentally tested. The study of the university environment as a factor of value education is carried out. The modern methods of assessing value orientations (in particular, the Rockach method) are considered. The didactic model of humanistic values formation is used. In particular, theoretical training and familiarization of students with humanistic values are carried out. The practical application of values in educational and social activities of the university is considered. The changes in students’ value orientations are assessed.  The level of humanistic values before and after the implementation of the model is analyzed.

Abstract: Enhanced security threats in wartime and post-crisis environments that require systemic resilience and the protection of national interests entail implementing national institutional, informational, legal, and human resources to their fullest capabilities. In so doing, it offers an unparalleled overview of the organizational, legal, informational, and human factors within public management that shape the performance of the national security system. This paper articulates and theorizes central principles for constructing a modern national security system featuring a hierarchy of national interests, multi-level state, sub-state, and non-state actor coordination, transparency, and attunement to global best practices. Utilizing NCSI as an empirical reference frame, the paper discusses the transformation of cybersecurity and digital preparedness capabilities among EU members for the period 2023–2025, displaying a longer-term view of increasing cyclicality of cyber resilience across the European security architecture. Strategic implications: the study suggests that the IIS’s evolution must be based on a synergy of technological innovation, sound legal regulation, and competent human resources. The structure and processes of national security governance, therefore, need to be transformed into strategic decentralization, interinstitutional cooperation, and digital inclusion. The findings advance the theory and practice of the impact of digital transformation on national security governance mechanisms and provide conceptual premises for improving public management strategies in an age of globalization and technological convergence.

Abstract: In the era of globalization, the educational process increasingly requires the integration of innovations driven by technological progress and socio-economic changes in the management and organization of education. The adaptation of digital technologies to educational programs has become a crucial element of this transformation. Communication skills now represent an essential component of the learning process. In the context of widespread digitalization, it is vital to develop new educational goals and objectives that enhance competence, flexibility, and adaptability among students and teachers. Consequently, the study of modern information technologies in educational management, particularly through the lens of European experience, is highly relevant for improving educational practices, increasing institutional competitiveness, and ensuring the quality of teaching in the digital age. The purpose of this study is to analyze the implementation of innovative approaches to managing the educational process based on European experience. Special attention is given to the impact of digital technologies, personalized learning programs, and collaboration skills on the overall effectiveness of education. The study employs commonly accepted methods of analysis, systematization, and generalization. The effectiveness of educational tasks was assessed using expert evaluations in two groups: teachers (n = 15) and students (n = 15). To verify the objectivity of grading, the JASP software package was used, applying the Bayes factor paired t-test, logistic analysis, and stability testing of Bayes factors. Correlation analysis revealed significant relationships between access to individual learning resources (r = 0.57, p = 0.043), success in online learning (r = −0.45, p = 0.123), and motivation to use learning methods (r = 0.43, p = 0.129). The verification of expert assessments confirms that the proper implementation of managerial functions and digital tasks effectively promotes digital skills among both teachers and students. To further enhance the educational process, it is essential to integrate digital technologies, develop personalized learning environments, and strengthen motivation and adaptability—especially under conditions of distance education.

Abstract: The modern stage of development of global relations is marked by an increased risk of socio-political destabilization and strengthening of threats to both international and national safety. These tendencies directly result in systematic violations of basic rights and freedoms of humans. Such processes have become especially evident in the context of the Russian-Ukrainian conflict and the involvement of Western states in it. The purpose of the present research is to identify the features of the evolution of the human right to peace and to explore the prospects for its guarantee in conditions of growing geopolitical instability. The research inadequacy of modern international legal institutions justifies the need to ensure peace at the global level. This indicates that the existing approval system is not effective enough, given the numerous potential mechanisms for its dissemination. The author notes the need to develop and adopt a comprehensive International Code of Authorizations, designed to strengthen the rigidity and consistency of sanctions policy and prevent the use of military force as a means of authorizing conflicting aggressor states. In addition, the study firmly establishes that, among other principles underlying the system of guarantees of common law in the world, special importance should be given to the moral dimension of social activity. It has been established that achieving the outlined goal requires a high degree of interaction and coordination of various social regulators, in particular morality, religion and rights. The study concludes that the effective provision and reliable protection of human rights in the world involves the development of adequate social prerequisites aimed at creating synergy between the goals and functions of legal and social institutions, which ensures the harmonization and stability of social relations.
